- Focused Oversight of High-Risk Projects: Strategic attention was directed toward critical risk zones within specific project works, ensuring robust safety governance and compliance.

- Strategic Integration of Estates Compliance: We led the consolidation of disparate site practices into a unified compliance framework, engaging collaboratively with site managers, headteachers, and senior stakeholders to ensure alignment with statutory obligations and organisational objectives.
- Optimisation of Existing H&S Management Systems: Through targeted training and process refinement, we enhanced the functionality and utilisation of the Trust’s existing Health and Safety software, improving data integrity, reporting efficiency, and user engagement.
- Leadership Succession and Capacity Building: The project concluded with the successful appointment and mentoring of a permanent Facilities Manager, ensuring continuity of leadership and embedding long-term capability within the Estates function.
- Ongoing Assurance and Competency Provision: Horton Safety Partnership continues to serve as the Trust’s designated external competent persons, delivering independent assurance audits and providing expert oversight to uphold compliance standards.

Birmingham Newman University
October 2022 - date
Horton Safety Partnership was appointed to the position of Interim Health and Safety Manager at Birmingham Newman University, with a remit to uphold statutory compliance and support the implementation of Health and Safety protocols for both staff and students.
This interim assignment was undertaken during an extended recruitment period, ensuring continuity of legal obligations and operational standards.
- Collaborative Engagement with University Leadership: We worked closely with directorate teams and participated in committee meetings to align Health and Safety practices with institutional governance and strategic priorities.
- Targeted Training Delivery: A programme of practical training was delivered across key risk areas, including risk assessment methodology, manual handling procedures, and work-at-height safety—enhancing awareness and competence across campus operations.
- Compliance Maintenance and Operational Oversight: The role was primarily focused on maintaining existing systems and ensuring uninterrupted compliance with relevant legislation and sector standards throughout the transitional period.
- Ongoing CDM Support to Estates Department: Following the completion of the interim assignment, Horton Safety Partnership continues to provide specialist support to the Estates Department in relation to Construction (Design and Management) Regulations, offering competent person services and assurance oversight.
